我有点理解了，
因为在15f命中场合发动普通电风，与普通14f命中后的雾足最速电，命中时相对时间点是相同的.
推测忌怨风的发动条件是CH命中时，对手倒地过程中特定帧数内用风神拳命中.

但实战中15f命中比较罕见，命中后再用14f的风神拳命中的情况更是少中之少，所以几乎看不到就是了.
